Modi : A puzzle or a vision

 

           Next P.M. of India Narendra Modi is a puzzle for many,specially for people of other countries and they have been making an effort to crack this puzzle. To simplify the matter many of them have been comparing him with their own politicians. American political commentator David B Cohen compares him with Ronald Reagan due to their  rising on the state horizon first, advocating  free market,giving less importance to welfare programs. Scholar Rob Jenkins compares him with Richard Nixon due to being secretive about their personal lives,dependence upon trusted aids,tendency for denial and giving no importance to intellectuals.Some political observers compare him with Margaret Thatcher due to humble backgrounds,band of economic advisers,pushing market driven economy,slashing welfare programs,authoritarian ways,non tolerance of dissent and contempt for opposition.On the basis of his campaign running tactics, he is being compared with Barack Obama.His strongman like chest thumping has compelled some to take notice of him as next Vladimir Putin on the global stage.

           In an article in TOI, Indira Bagchi has made efforts to find similarities in him and some other Asian Nationalist leaders. She compares him to Shinzo Abe ,the Japanese P.M. as both of them have the enormous task of overcoming security challenges before their respective countries and turning around the economy. Chinese compare him with Xi Zinping for their capacities to get the economy going,targeting corruption and having trade friendly policies. Due to the taint of 2002 Gujarat riots he has been compared to Ariel Sharon and Mahinda Rajpaksa also. Some are comparing him to Recep Tayyip Erdogen the Turkish strongman also.Writer Ramchandra Guha compares him to Indira Gandhi as both have made efforts to make the party,the Government and country an extension of their personalities.

          Just as an elephant had different connotations for different persons of a group of blind people, various scholars have been trying to understand the Modi phenomenon in their own way. No doubt Modi is not a pushover,a great survivor, a strong person who believes in himself.  He has fought all the odds since he became Chief Minister of Gujarat and came thumbs up.Once he started to emerge as a possible P.M. candidate of his party, many in  his own party including his mentor made efforts to bloc his path. Politicians of other parties heaped all the calumnies upon him but he remained undeterred. With the help of a group of persons and support of general workers of the party he continued with the single minded pursuit of achieving the top job of the country. He blazed a trail through his tireless campaign and proved to be a master dream seller whose promises have been lapped up by the youth ,the middle and lower middle classes and even by the poverty ridden people. Today they all have become ambitious,not ready to accept the status quo and want to change their fate for a better future. They are no further ready to tolerate corruption and deteriorating law and order position.   Fed up with the policy paralysis of the Manmohan regime, the corporate sector also rooted for him. The Man called Narendra Modi exploited all their aspirations and hopes,charmed them with his ready wit and humour and did the unbelievable as he brought his party to power with a clear mandate. A political party has achieved this feat after thirty long years.

          Modi puzzle is solved if we go through his interviews and speeches.He has a vision and has a clear road map to achieve this.He has taken an enormous and tough task of nation building on his shoulders.Being a hard taskmaster,quick decision maker,methodical with  total involvement, and above all his  himself being a committed  hardworking and above reproach person, we can hope that he would prove to be beneficial for our country. The renowned economist Jagadish Bhagwati says he has a vision where he will take us.His model of development is about using the wealth that is created to increase social spending and avoiding self indulgence.He believes that his path towards economic prosperity will have salutary effect on the poverty also.Salient features of Modi's administration, as indicated by him on different occasions, would be as given below-

• He promises  inclusive  development meant for everyone. 
• Promises to reform the institutions and strengthen them so that they can function effectively and professionally.
• To run the administration as per rule of law.
• Zero tolerance approach towards naxalism/maoism.A clear legal framework to sort out impediments in this . Modernizing police and paramilitary forces.( Here I think Modi should include making efforts to address root cause of such violence also).
• No confrontational approach towards any country including the neighbours.Having a sense of trust and mutual cooperation with neighbours.Instead of mere talks he is in favour of concrete action and bridging the trust deficit. Pakistan should take effective and demonstrable action towards terror networks to enable this. Modi talks of common history,culture and tradition between these two countries and their biggest common problem poverty. He is in favour of not being constrained by the past.
• He is in favour of good relations with China and take these to higher level after solving the problems between the two.
• Although U.S. has denied visa to Modi for years, he is in favour of  treating U.S. as a natural ally and taking the relationship to a new level.
• Believes in the right to form opinion and express it.
• Regarding perception of law, favours going by what is decided as final by the Judicial system.
• Regarding defence procurement, he favours efficient procurement system in transparent manner.Favours indigenization of military equipments.He favours involving Indian Corporates in Public Private Partnership for defence manufacturing. He is also in favour of giving incentives for the purpose of defence production.
• Promises to put economy back on the track,revive growth and investor sentiments with focus on infrastructure and manufacturing sector.He says there has to be adequate focus on the micro,small and medium enterprises.  Desires to pay maximum attention towards generating employment for youth.  Modi is in favour of expediting decision making process for clearing projects by removing procedural bottlenecks. To control inflation he will addresss supply side concern.
• Modi wants to make agriculture remunerative and promises to invest heavily on irrigation and agro infrastructure to revive the farm sector .  He wants to create value addition for the products. He talks of taking agricultural research from lab to land and ushering in second green revolution.
• Regarding housing, he says that by the time our country completes 75 years of independence every family should have a house of its own with access to toilets,water and electricity. To achieve the purpose he is in favour of  a mix of public and private investment with easy access to credit.He will focus on the economically weaker section.
• NRGEA will continue but it will be reviewed  and stress will be put upon creating durable community assets,rural housing and sanitation as well as providing skills.
• Favours addressing environmental issues in such a way that sanctions for the projects are not delayed.

• Modi believes that only holy book of the Government is the Indian Constitution.

          Modi has a gargantuan task ahead and I believe from the day one he will be right on the job like Arjuna as he is a target oriented person. 

Rahul should prove that he is honest and truthful.

          At many occasions in our life  when a chance arises to prove that we are honest and truthful e.g.  just when a vegetable vendor, a grocer or a ticket seller returns us some  extra money than due after payments due to some misgiving ,we slip up and fail to give him back that extra cash .There may be various reasons- we just don't give it too much importance or we get a high out of a wrong sense of someone else having been fooled.We show our true character at such occasions. Many a famous cricketers have owned up mistakes when the same were not noticed by the umpires and they have been held up  in  high  esteem by the cricketing fraternity and general public. Similarly Rahul Gandhi has a chance to prove that he is truthful and have  his stock going high up  in the public eye if he explains the circumstances behind his going to E.V.M. machines at three polling booths in the Amethi Loksabha Constituency. It may have been an innocuous act on his behalf and he may not have paid attention to the rules at that time  but  leaving things solely to the Election Commission  when public perception differs from that of the Commission is not wise on his behalf.

          Election Commission has said that when Rahul Gandhi went to the EVM at Foola Polling Booth the EVM was not functioning so no contravention of rules took place. But it is an explanation that may have been given by the Govt.Employees posted at the booth to save their skin. The Times of India reports that  when Rahul Gandhi inspected the EVM at Foola Polling Booth  voting was indeed going on as confirmed by its reporter & photographer. At the same time TOI reports that Rahul Gandhi had similarly inspected EVMs at  three other polling  booths and he was photographed there.Election Commission has kept mum about these booths.  

          So Rahul should explain the situation and he would indeed be appreciated  for his honesty by the general public and it would stand him in good stead in future specially if he intends to go high up in the Indian Politics.

बेगानी शादी और जान अब्दुल्ला की! ( व्यंग्य/ Satire)

          इन दिनों हमारे भारतवर्ष में एक माह से भी अधिक लम्बा चुनाव महोत्सव चल रहा है. नेताओं का एड्रेलीन का स्तर काफी ऊँचाई पर है. देश को स्वर्ग बना देने जैसे वायदे तथा प्यार और मनुहार के साथ-साथ धमकियाँ और गालियाँ भी ली- दी जा रही हैं. नए-पुराने मुद्दे उठाकर पूरी शक्ति के साथ-साथ वाकयुद्ध लडा जा रहा है. जनता को भी इसमें आई पी एल जैसा मजा आ रहा है या यूँ कहें कि लोग इसके आगे आई.पी.एल. भूल गए हैं. परसों कोलकाता के  काँकुरगाछी  में जिन लोगों ने भी नरेंद्र मोदी का  भाषण आमने-सामने   या फिर टी.वी. पर सुना वे सभी अगले दिन बस उसी भाषण की चर्चा में लगे थे. यहाँ तक कि बडे-बडे क्रिकेटप्रेमी भी क्रिकेट भूल इसी कार्य में लग गए, आई. पी. एल. को मारो गोली! वामपंथी भाई भी हतप्रभ थे कि जो भूमिका उन्हें निभानी चाहिए वह खांटी दक्षिणपंथी कैसे निभाने लगा. पर इस भाषण से किसी को बहुत चोट पहुँची और जिसे चोट पहुँची वह अगले दिन अपने भाषण में सारी  बाँगला  संस्कृति और सभ्यता तथा कविगुरु रवींद्रनाथ टैगोर के आने वाले जन्मदिन  को भूलकर वैशाखनंदनजी को याद कर रहा था. जब किसी की बात  किसी को तिलमिला दे तो बडा स्वाभाविक है कि उसे वह बात जफीर और शहीक(उर्दू में ढेंचू-ढेंचू के दो भेद जिनमें से एक उसकी छोटी तान और दूसरा बडी तान को दर्शाता है) जैसी लगे. पर अगर यह जफीर और शहीक किसी के ज्ञानचक्षु खोलने में सहायक हों तब बात है. प्रकृति का कब कौन सा दृश्य किसी के लिए दार्शनिक अर्थ ग्रहण कर ले और वह ज्ञान प्राप्त कर मोह-माया के बंधनों से मुक्त हो जाए, भरोसा नहीं.सारा संस्कृत साहित्य ऐसे उदाहरणों से भरा पडा है. पर हमारे  राजनीतिज्ञ!  वे मोह-माया के बंधनों से मुक्त हो जाएं ? अजी राम भजो! जो अस्सी बसंत देख चुके हैं वे भी बिल्ली के भाग्य से छींका टूटने और मक्खन चखने की आस लगाए बैठे हैं. कब्र में पैर लटके हों तो भी किसने कहा कि दूल्हा नहीं बन सकते. ये अच्छा है कि अभी तक किसी को गिन्नीज बुक में दर्ज मोरारजी देसाई का   शपथ लेते समय दुनिया का सबसे बुजुर्ग राष्ट्राध्यक्ष होने का रेकार्ड तोडने  का ख्याल नहीं  आया है. 

          कल कोलकाता में  नन्हे बाबा का आगमन हुआ. नन्हे बाबा ने कहा कि वे ओबामा के हाथ में वो घडी देखना चाहते हैं जिस पर मेड इन कोलकाता लिखा हो. इसके पहले वे मिर्जापुर में ओबामा के हाथ में मेड इन मिर्जापुर घडी और तेलंगाना में ओबामा के हाथ में मेड इन तेलंगाना घडी देखने की इच्छा जाहिर कर चुके हैं. नन्हें बाबा की ये इच्छाएं स्वागतयोग्य हैं पर अगर ओबामा नन्हें बाबा की इन  इच्छाओं को सुन रहे होंगे तो सपने में उन्हें घडियाँ ही घडियाँ दिखाई देती होंगी और वे रात भर करवटें बदलते होंगे . भारतवर्ष के छ: सौ जिलों की मेड इन घडियाँ  बाँधने की विवशता देखकर उनका जी व्हाइट हाउस से  भागने का हो जाएगा. मैं नहीं समझ पाता हूँ कि नन्हें बाबा को घडियों से इतना लगाव क्यों हो गया है जबकि इन दिनों तमाम लोग मोबाइल में समय देख लेते हैं और घडियाँ बाँधने के झंझट से मुक्ति पा चुके हैं. नन्हे बाबा परिवर्तन के तौर पर कहीं  मेड इन .............मोबाइल, मेड इन................ कंप्यूटर  की बात करते. कोलकाता में बंद पडी जूट और अन्य मिलों की बात करते , मिर्जापुर में वहाँ के कालीन उद्योग की बात करते, तेलंगाना में फूड प्रोसेसिंग इंडस्ट्री की बात करते तो जरा बात बनती. गाँधी परिवार को संघियों का मुकाबला करने के लिए अच्छे भाषण लेखकों की  बहुत जरूरत है.

          चुनाव का यह महोत्सव सरकारी कर्मचारियों के लिए 'बेगानी शादी और जान अब्दुल्ला की' जैसा हो गया है. नन्हें बाबा की तीन बूथों में ई वी एम के साथ फोटो छप गई और चुनाव आयोग तीन प्रेसाइडिंग अफसरों के खिलाफ कार्रवाई करने जा रहा है. बेचारे कोस रहे होंगे उस दिन को जब नन्हें बाबा ने उन्हें अपने दर्शनों से कृतार्थ किया था. चुनाव ड्यूटी में लगा सरकारी कर्मचारी भगवान से यही मनाता है कि उसके बूथ पर ठीक से चुनाव संपन्न हो जाए और वह सकुशल घर पहुँच जाए. कुछ इलाके तो ऐसे हैं कि वहाँ ड्यूटी पर जाने वाला सरकारी कर्मचारी इस बात के लिए ही सशंकित रहता है कि वह फिर वापस लौटकर अपने बाल-बच्चों से मिल पाएगा या नहीं. इस चुनाव महोत्सव के दौरान कानून- व्यवस्था देखने वाले अधिकारियों की हालत अलग खराब रहती है. कहाँ कब कौन नेता पधार रहा हो और कहाँ क्या अनहोनी हो  जाए, बेचारे अधिकारी की जान पर बन आती है. प्रांजल यादव के लिए सुरक्षा कारणों का हवाला देकर बेनियाबाग में मोदीजी को रैली की अनुमति न देना भारी पड गया . कोई उन्हें पक्षपाती तो कोई मुलायम सिंह यादव का रिश्तेदार बता रहा है जबकि मैंने कहीं पढा कि मायावती उन पर भरोसा करती थीं. सो इस बेगानी शादी में किस सरकारी कर्मचारी या अधिकारी को कब कौन किसका एजेंट बता दे भरोसा नहीं. बेचारा अब्दुल्ला इस बेगानी शादी में अपनी जान बचाए तो कैसे, दीवाना होना तो बहुत दूर की बात है. फिलहाल तो वह इस बेगानी शादी के खत्म होने की राह ही देख सकता है.

क्या मोदी निरंकुश बनेंगे!

          आजादी के कुछ दिनों पहले जब  नेहरूजी की लोकप्रियता अपने चरमोत्कर्ष पर थी, उन्होंने 'चाणक्य' के छद्म उपनाम से एक लेख लिखा जिसमें उन्होंने लिखा था कि जनता में जवाहरलाल नेहरू की लोकप्रियता इतनी बढ गई है कि  वह भविष्य में एक तानाशाह बन सकता है तथा उन्होंने इस खतरे के प्रति जनता को आगाह किया था. आज जब मोदी की सभाओं और रैलियों में भारी भीड उमड रही है ,मुझे लगता है कि यही सवाल मोदी को खुद से करना चाहिए. 

          मोदी राजनीति के इतने चतुर खिलाडी बनकर उभरे हैं कि उनके विरोधी उनके खिलाफ वक्तव्य के रूप में जिस भी अस्त्र का इस्तेमाल करते हैं,वे उसकी धार को को कुंद करते हुए अपनी तरफ से उसे नई धार देते हुए अपने उन्हीं विरोधियों पर वापस फेंक देते हैं जिससे उनके विरोधी हतप्रभ रहने, मन मसोसने या तिलमिलाने के लिए विवश  हो जाते हैं और ऐसी मन:स्थिति के साथ जब वे वापस मोदी पर हमला करते हैं तो फिर मोदी के हाथों में नया हथियार थमा देते हैं. उनकी  भाषण शैली जिसमें अभिधा के साथ लक्षणा और व्यंजना का पर्याप्त पुट होता है और जिसके साथ वे अपनी अभिनय क्षमता का भी उपयोग करते हैं भा.ज. पा. के किसी भी वर्तमान या पूर्व नेता के नजदीक होने के बजाय बाला साहब ठाकरे की शैली के कहीं ज्यादा नजदीक है. पर इसके साथ उनकी खूबी यह है कि वे जहाँ भी भाषण देने जाते हैं, वहाँ के बारे में अपना होमवर्क अच्छी तरह करके जाते हैं. साथ  ही इन भाषणों में एक दिन पहले तक विरोधियों द्वारा दिए गए वक्तव्यों के आधार पर इनपुट शामिल किए जाते हैं. उन्होंने कांग्रेसमुक्त भारत का नारा दिया है. उनकी आक्रामक शैली को देखते हुए उनके समर्थक भी आक्रामक हो चले हैं.  पर इस आक्रामकता के जुनून में  शायद उन्होंने इस तथ्य की उपेक्षा की है कि मजबूत विपक्ष किसी भी लोकतंत्र का सबल स्तंभ होता है. मजबूत और सजग विपक्ष के अभाव में सत्ताधारी दल के निरंकुश हो जाने का खतरा बढ जाता है.    

          ऐसे में जब मोदी के विरोधी बार-बार यह कहते हैं कि मोदी के शासन में आ जाने पर उनके निरंकुश बन जाने का,उनके समर्थकों के उपद्रवी बनकर तांडव करने का और समाज के साम्प्रदायिक आधार पर विभाजित हो जाने का खतरा है तो स्वत: मस्तिष्क इस प्रकार की संभावना को वास्तविकता की तराजू पर तौलने  लगता है.न्यूयॉर्क में आयोजित 10वें वार्षिक पेन वर्ल्ड वॉयसेज  फेस्टिवल में बोलते हुए लेखक एवं उपन्यासकार श्री सलमान रुश्दी ने  कहा- मैं मोदी द्वारा चलाई जाने वाली सरकार के बारे में चिंतित हूँ.इस प्रकार की अच्छी- खासी संभावनाएं मौजूद हैं कि यह लोगों के साथ जोर-जबर्दस्ती वाली सरकार होगी. बी. जे. पी. अभी सत्ता में  आई नहीं है पर पत्रकारों और लेखकों के साथ बुली जैसा व्यवहार हो रहा है. मैं श्री रुश्दी के कथन के बाद के अंश से सहमत नहीं हूँ क्योंकि मुझे अभी किसी की अभिव्यक्ति की स्वतंत्रता किसी प्रकार बाधित होती नहीं दिख रही है.है. श्री रुश्दी देश को दूर से देख रहे हैं इसलिए संभव है कि उन्होंने कुछ सुनी हुई बातों के आधार पर कुछ निष्कर्ष निकाल लिए हों. श्री सलमान रुश्दी ने इस मौके पर आगे कहा कि यदि अभिव्यक्ति की स्वतंत्रता पर प्रहार होता है, यदि धार्मिक स्वतंत्रता को धमकी दी जाती है और यदि समाज का एक अंश अपनी सुरक्षा को लेकर भयग्रस्त रहता है तो ऐसे समाज को  सच्चे अर्थों में लोकतांत्रिक नहीं कहा जा सकता. सलमान रुश्दी की यह बात निश्चय ही सहमतियोग्य है पर यहाँ भी मुझे लगता है कि उन्होंने भारतीय समाज को अधिक भीरू मान लिया है जो लोकतांत्रिक अधिकारों का हनन होने पर भी चुप बैठा रहेगा. शायद लम्बे समय से भारतीय समाज से दूर रहने के कारण वे इसकी शक्तियों से परिचित नहीं हैं.

          सलमान रुश्दी और इसी तरह तमाम लोगों की आशंकाओं के मद्दे-नजर लेफ्टिनेंट जनरल जहीरुद्दीन शाह  जिन्होंने गुजरात दंगों को नियंत्रित करने के लिए सेना का नेतृत्व किया था और वर्तमान में अलीगढ मुस्लिम विश्वविद्यालय के वाइसचांसलर हैं का यह कथन ध्यान देने योग्य है- दंगे मोदी के शासन के दौरान हुए पर मैं इस तथ्य से वाकिफ हूँ कि जब किसी को राष्ट्र की सेवा करने की जिम्मेदारी दी जाती है तो उनमें बदलाव आता है.उनके ऊपर सारे देश को लेकर आगे बढने का दबाव होता है. कोई भूतकाल में कैसा भी रहा हो जिम्मेदारी उनमें परिवर्तन लाती है.बेकेट कैंटरबरी के राजा के मित्र थे  और उन्हें आर्कबिशप की जिम्मेदारी दी गई पर शक्ति मिलने पर  उन्हें इस बात का अहसास हुआ कि उन्हें लोगों की सेवा करनी है राजा की नहीं.

          हाल ही में मोदी के कई साक्षात्कार आए  हैं जिनमें वे भाषणों के दौरान दिखाई देने वाली अपनी छवि के विपरीत देश की समस्याओं पर विचारशील ,विश्लेषणात्मक और निहायत ही संतुलित व्यक्ति के रूप में सामने आते हैं.यहाँ तक कि वे अमेरिका द्वारा स्वयं को वीजा न दिए जाने  को दोनों देशों के बीच कोई मुद्दा बनाने से सहमत नहीं हैं.वे पाकिस्तान से चाहते हैं कि वह अपनी धरती से प्रायोजित होने वाले आतंकवाद को नियंत्रित करे और इसके साथ ही उसके साथ संबंधों को सुधारने के हामीकार हैं.उनका कहना है कि चीन के साथ हमारी समस्याओं को सुलझाया जा सकता है.

          इस सबके मद्दे नजर मुझे लगता है कि हमें आशंकाओं से परे रहकर जडता का शिकार नहीं होना चाहिए.जडता मनुष्य की स्वाभाविक वृत्ति होती है और इसके कारण वह किसी भी प्रकार के परिवर्तन का विरोध कर यथास्थितिवाद का समर्थन करता है. जबकि परिवर्तन सदैव कुछ नया सृजित करता है. समुद्रमंथन से विष और अमृत दोनों ही निकले थे पर  विष को अंततोगत्वा कोई शिव धारण कर लेता है और अमृत से समाज का भला होता है. .
